SUBJECT : Termination of Mass Repatriation from Japan
1.Reference is made to:
a.Memorandum for the Imperial Japanese Government, file AG 370.05 (7 May 46) GC, (SCAPIN 927), dated 7 May 1946, subject, “Repatriation.”
b.Memorandum for the Imperial Japanese Government, file AG 014.33 (24 Jul 46) GC, (SCAPIN 1081), dated 24 July 1946, subject, “Repatriation of Ryukyuans Now in Japan,” as amended.
c.Memorandum for the Imperial Japanese Government, file AG 014.33 (16 Oct 46) GC, (SCAPIN 1273), dated 16 October 1946, subject, “Repatriation to Korea.”

2.Mass repatriation of Koreans from Japan to areas in Korea, south of 38˚north latitude under provisions of reference 1 c above was completed 15 December 1946.
3.Completion date for mass repatriation of Ryukyuans from Japan to areas in the Ryukyu Islands south of 30˚north latitude under provisions of reference 1 b above is announced as 26 December 1946.
4.The Imperial Japanese Government will:
a.(1) Accept and process at Hakata Reception Center until 27 December 1946 repatriates destined Korea, south of 38˚north latitude, who are eligible for repatriation under the provisions of reference 1 c above but who arrive at Hakata Reception Center after 15 December 1946.
(2) Outload in shipping to be furnished by the Supreme Commander for the Allied Powers all eligible Korean repatriates from Hakata Reception center not later than 28 December 1946.
b.(1) Accept and process at reception centers located at Nagoya, Kure, Kagoshima and Sasebo until 22 December 1946 repatriates destined the Ryukyu Islands who are eligible for repatriation under the provisions of reference 1 b above.
(2) Outload in shipping to be furnished by the Supreme Commander for the Allied Powers all eligible Ryukyuan repatriates from the Nagoya, Kure, Kagoshima and Sasebo Reception Centers not later than 28 December 1946.

2.상기 1 c의 조항에 따른 일본에서 북위 38도 이남의 조선에의 한국인의 대규모 송환은, 1946년 12월 15일에 완료했다
3.일본에서 북위 30도 이남의 류큐제도에의 류큐인의 대규모 송환의 완료 기일은 1946년 12월 26일로 발표되고 있다
4.일본 정부는
a.(1) 1946년 12월 27일까지, 상기 1 c의 참조의 조항에 의한 송환의 자격을 가져, 게다가 1946년 12월 15일 이후에 하카타 인양 원호국에 도착하는 북위 38도 이남의 조선으로 향하는 송환자를 하카타 인양 원호국에 받아들여 처리하는 것
(2) 자격을 가지는 모든 한국인 송환자를, 늦어도 1946년 12월 28일까지, 연합국 최고 사령관의 제공하는 선박에 의해서 하카타 지방 인양 원호국으로부터 송출하는 것
b.(1) 1946년 12월 22일까지, 상기 1 b의 참조의 조항에 의한 송환의 자격을 가져 류큐제도로 향하는 류큐인을 나고야, 오, 카고시마 및 사세보 인양 원호국에 받아들여 처리하는 것
(2) 자격을 가지는 모든 류큐인 송환자, 늦어도 1946년 12월 28일까지, 연합국 최고 사령관의 제공하는 선박에 의해서 나고야, 오, 카고시마 및 사세보 인양 원호국으로부터 송출하는 것

２．上記1cの条項に従った日本から北緯38度以南の朝鮮への朝鮮人の大規模送還は、1946年12月15日に完了した
３．日本から北緯30度以南の琉球諸島への琉球人の大規模送還の完了期日は1946年12月26日と発表されている
４．日本政府は
ａ．（１）1946年12月27日まで、上記1cの参照の条項による送還の資格を有し、しかも1946年12月15日以降に博多引揚援護局に到着する北緯38度以南の朝鮮に向かう送還者を博多引揚援護局に受入れて処理すること
（２）資格を有する全ての朝鮮人送還者を、遅くとも1946年12月28日までに、連合国最高司令官の提供する船舶によって博多地方引揚援護局から送出すること
ｂ．（１）1946年12月22日まで、上記1bの参照の条項による送還の資格を有し琉球諸島に向かう琉球人を名古屋、呉、鹿児島及び佐世保引揚援護局に受入れて処理すること
（２）資格を有する全ての琉球人送還者、遅くとも1946年12月28日までに、連合国最高司令官の提供する船舶によって名古屋、呉、鹿児島及び佐世保引揚援護局から送出すること
