일본에서 법적(2002년 노숙자의 자립의 지원등에 관한 특별 조치법보다)으로 정해져 있는 「노숙자」의 정의는, 「도시 공원, 하천, 도로, 역사 그 외의 시설을 이유없이 기거의 장소로 해, 일상생활을 영위하고 있는 사람」에게 한정되어 있습니다.
후생 노동성의 2022년도 조사에 의하면, 전국의 노상에서 생활하는 사람의 수는 3,448명.동조사의 15년전의 인원수 18,564명과 비교하면,8할 정도 감소한됩니다.그러나 한편,안정된 주거가 없는 상태로 넷 카페등을 이용하는 사람은, 도내에서만 하룻밤에 4,000명 있다고 추계되고 있습니다(2018년
도쿄도 조사).이른바 「넷 카페 난민」을 시작으로 하는, 통계에 나타나지 않는 「안보이는 노숙자」의 수를 맞추면, 심대한 수의 사람이, 지금도 불안정한 거처에서 밤을 보내고 있다고 생각할 수 있습니다.

この定義は各国で異なり、たとえばイギリスでは「家があっても経済的な理由で維持できない人」や「友人の家に居候している人」、「28日以内に家を失う可能性のある人」など、不安定な居住の状態にある人、住宅喪失リスクのある人、も路上で寝起きする人と同様に「ホームレス支援」の対象としています。
日本で法的(2002年ホームレスの自立の支援等に関する特別措置法より)に定められている「ホームレス」の定義は、「都市公園、河川、道路、駅舎その他の施設を故なく起居の場所とし、日常生活を営んでいる者」に限られています。
厚生労働省の2022年度調査によると、全国の路上で生活する人の数は3,448人。同調査の15年前の人数18,564人と比べると、8割ほど減少したことになります。しかし一方で、安定した住居がない状態でネットカフェ等を利用する人は、都内だけで一晩に4,000人いると推計されています(2018年
東京都調査)。いわゆる「ネットカフェ難民」をはじめとする、統計に現れない「見えないホームレス」の数を合わせると、甚大な数の人が、今も不安定な居所で夜を過ごしていると考えられます。
