MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT.
THROUGH : Central Liaison Office, Tokyo.
SUBJECT : Governmental and Administrative Separation of Certain Outlying Areas from Japan.
일정한 원격 영역의 일본으로부터의 정치적·행정적 분리
l. The Imperial Japanese Government is directed to cease exercising, or attempting to exercise, governmental or administrative authority over any area outside of Japan, or over any government officials and employees or any over persons within such areas.
1.일본 제국 정부는, 일본외의 모든 영역에 대해서, 또는 그 지역내의 국가 공무원 및 사용인 그 외 모든 사람에 대해서, 정치적 혹은 행정적 권한의 행사 또는, 그것을 시도하는 것을 중지하도록(듯이) 지령된다.
2. Except as authorized by this Headquarters, the Imperial Japanese Government will not communicate with government officials and employees or with any other persons outside of Japan for any purpose other than the routine operation of authorized shipping, communications and weather services.
2.이 사령부에 의해 인가된 것을 제외하고, 일본 제국 정부는 일본외에 소재하는 국가 공무원 및 사용인 그 외 모든 사람과 인가된 해운, 연락, 기상 예보등의 일상적인 사무의 범위를 넘고 연락을 실시하지 않는다.
3. For the purpose of this directive, Japan is defined to include the four main islands of Japan (Hokkaido, Honshu, Kyushu and Shikoku) and the approximately 1.000 smaller adjacent islands, including the Tsushima Islands and the Ryukyu (Nansei) Islands north of 30” North Latitude (excluding Kuchinoshima Island)
3.이 지령의 목적을 위해서, 일본은 다음과 같이 정의된다. 넷의 주요한 섬(홋카이도, 혼슈, 큐슈 및 시코쿠) 및 대마도 제도, 북위 30도 이북의 류큐(남서) 제도(구치노시마를 제외하다)를 포함한 대략 1000의 인접제작은 섬을 포함해,

4. Further areas specifically excluded from the governmental and administrative jurisdiction of the Imperial Japanese Government are the following: (a) all Pacific Islands seized or occupied under mandate or otherwise by Japan since the beginning of the World War in 1914, (b) Manchuria, Formosa and the Pescadores, (c) Korea, and (d) Karafuto.
4.게다가 일본 제국 정부의 정치적·행정적 관할권으로부터 특히 제외되는 영역은 다음과 같다.
(a) 1914년의 세계대전 개시 이래, 일본이 위임통치 그 외의 방법으로, 탈취 또는 점령한 전태평양 제도.
(b) 만주, 대만, 호코 열도.
(c) 조선 및,
(d) 가라후토.

5. The definition of Japan contained in this directive shall also apply to all future directives, memoranda and orders from this Headquarters unless otherwise specified therein.
5.이 지령에 포함되는 일본의 정의는, 특별히 다른 지시가 없는 한, 장래 이 사령부로부터 발 다투어지는 지령, 각서, 명령에 적용된다.
6. Nothing in this directive shall be construed as an indication of Allied policy relating to the ultimate determination of the minor islands referred to in Article 8 of the Potsdam Declaration.
6.이 지령의 어느 조항도, 포츠담 선언 제8조에 의해서 위탁된 제작은 섬의 최종적 결정에 관한 연합국의 정책의 징후와 해석해서는 안된다.
7. The Imperial Japanese Government will prepare and submit to this Headquarters a report of all governmental agencies in Japan the functions of which pertain to areas outside oi Japan as defined in this directive. Such report will include a statement of the functions, organization and personnel of each of the agencies concerned.
7.일본 제국 정부는, 이 지령으로 일본이라고 정의된 이외의 영역에 관계하는 직무를 가지는 일본내의 정부의 전기관의 보고를 준비해 사령부에 제출한다.이 보고에는, 해당 기관 당국의 직무, 조직 기구 및 직원의 명세서를 포함한다.
8. A11 records of the agencies referred to in paragraph 7 above will be preserved and kept available for inspection by this Headquarters.
8.제7항에 관한 기관의 보고는, 이 사령부에 의한 검사를 위해서 보존 또한 활용된다.
