米高官 地域の安定には日中韓の協力が必要

アメリカ政府の高官はワシントン市内で戦後70年について講演し、地域の安定には日本、中国、韓国の3か国の協力が欠かせないとしたうえで、歴史認識の問題には慎重な対応が必要だとの考えを示し、来月開催する方向で調整が進められている外相会議に期待を示しました。
アメリカのシャーマン国務次官は27日、ワシントン市内で行った講演で、歴史認識が原因で日中韓3か国の協力が妨げられているとしたうえで、「理解できるが、失望することもある」と述べました。
そして、「愛国的な感情が政治的に利用されている。指導者にとって、かつての敵をあしざまに言うことで国民の歓心を買うことは簡単だが、こうした挑発は機能停止を招くだけで進歩はない」と述べ、歴史認識の問題には慎重な対応が必要だとの考えを示しました。
同時に、シャーマン次官は「アメリカと日中韓の3か国が一貫して同じ方向に向かえば、世界はより安全になり、繁栄することは間違いない」と述べ、北朝鮮の核問題への対応などで協力が欠かせないとしたうえで、来月開催する方向で調整が進められている3か国の外相会議に期待を示しました。
アメリカはことし、安倍総理大臣のほか、中国の習近平国家主席、韓国のパク・クネ(朴槿恵)大統領をそれぞれ招いて、オバマ大統領との首脳会談を行うことにしており、こうした場でも3か国の協力の重要性を強調するものとみられます。

She said the U.S. is open to bilateral talks with the North as long as the “conversation is really about their nuclear program.” She also said the U.S. fully supports South Korean President Park Geun-hye"s initiative to have bialteral discussions with Pyongyang.
Sherman, who traveled to South Korea, China and Japan last month, also stressed the importance of cooperation between the U.S. and the three Northeast Asian nations. History and territorial tensions in the region are “frustrating” to the U.S., she said.
“There can be no question that the world would be safer, richer, and more stable if the United States, Japan, China, and South Korea were consistently pulling in the same direction,” she said. “And that"s definitely what the majority of the people in the region want.”
Sherman also said politicians should not exploit nationalist feelings.
“It"s not hard for a political leader anywhere to earn cheap applause by vilifying a former enemy. But such provocations produce paralysis, not progress,” she said in what appeared to be a reference to South Korea and China. “To move ahead, we have to see beyond what was to envision what might be.”
In what was seen as a reference to Japan, Sherman also said, “In thinking about the possibilities, we don"t have to look far for a cautionary tale of a country that has allowed itself to be trapped by its own history.”
Noting that South Korea, China and Japan are planning to hold a three-way foreign ministers” meeting in Seoul next month, Sherman also said that she hopes the meeting will lead to a summit. The three countries used to hold such meetings annually, but they were suspended as history and territorial tensions intensified.
